Comments on CR proposal

  1. Arun, congrats for making it concise and to the point. My suggestions..
    We are asking for 50% of Supdt cadre to be upgraded as AC Branch B and gave functional justification for 5169 odd posts and suggested in situ for remaining. Since in situ has been rejected in principle, it is better to give functional justification for the remaining numbers also. Always Functionally justified posts have better chance of getting through. Also we can highlight the nominal additional expenditure involved if 9554 posts are upgraded. I have worked out the expenditure at 45.85 Crores per annum. The net impact will be less than this figure as expenses for 3092 posts were already accounted for in the proposals. Please see my suggestion posted yday.

    Fixing of inter se seniority is going to be an exponentially complex process. I agree that We should always ask for base cadre seniority. But Until and unless a consensus is emerged between our brothers in Customs and other Zones, it is very difficult to materialise. Also DOPTs clear instructions are against us. Also imagine a situation, subsequent to merger, if a senior most Inspector is promoted, where will he be placed? This makes our seniority dynamic as in the case of R2A. Also hypothetically some Inspectors will have more seniority than Superintendents. Either we should ask for a one time relaxation of DOPT guidelines or find an alternative mechanism. Can we go for Zone based reservation considering our strength in the Zone.

    We may also ask for 25% quota in AC IRS post to be filled through limited departmental test. This would also help them to retain their organised service character because no organised service has 100% direct recruitment, I am told.
